I don't remember if it's LV 20 or LV 21 that opens the gift box. But when I opened it, I was excited to use the +12 ticket for both weapons and armor, but to my surprise, the ticket was for gear up to LV 20.
My suggestion would be a small adjustment to the LV 21 ticket.
This is because all items jump from LV 16 to LV 21, not to mention the crafted items, which are also LV 21. If I'm not mistaken, the only LV 20 items are those that come with Dragon Balls (Armor) and the Glove we get from quest ID: 375. In other words, they're very limited. I ended up throwing away the tickets myself, as I haven't collected all 7 orbs from the quests yet, and I hadn't gotten to quest 375 to get the glove.
I think this adjustment would be helpful and wouldn't be disproportionate or excessive. Especially since it's temporary (2 days).
